As you recall, EGGI carried-out an intensive
hydrogeologic study of the diabase quarry area relative to evaluating the potential impacts mining
rock at this site would have on local groundwater resources. The findings of this study are
presented in EGGI's report entitled, "Hydrogeologic Investigation of Proposed Diabase Quarry --
Review of Potential Impacts on Local Groundwater Resources for Alliance Resource Industries
Joint Venture Group," dated February 6, 1990.
The results of this detailed hydrogeologic investigation indicated that the proposed diabase
quarry located within the Alliance Resource Industries property(s) is ideally located to maximize
the mining of high quality diabase while, at the same time, minimize potential impacts to local
groundwater resources and/or users.
This quarry project was recently approved by the Loudoun County Board of Supervisors.
As part of that approval process, both parties reached a proffer agreement which included having
the applicant (Alliance Resource Industries) conduct a groundwater monitoring program to
establish baseline water level and water quality data. In accordance with Item E-8-b of the Proffer
Statement submitted by Alliance Resources Industries, "the applicant will provide one year of
piezometric well sampling data to the County prior to any land disturbance associated with quarry
